At its core, most designers would define themselves as a problem-solver of sorts. At any given company someone is producing something that is designed.
Largely my experience has been with small to medium sized startups that have a maximum 3 designers across the org, yet it's not really feasible that these designers could possibly address every problem that is solved, so who gets to decide which problems a designer solves? Historically, that responsibility gets placed on someone who then isn't a designer. Product managers, product leaders and CEOs often are defining and articulating their goals and issues to well-meaning designers.
It's probably your role to facilitate this. So if you don't feel like you're making enough of an impact on your company, team or product. I'd ask yourself if you are doing the designing, or being fed the design.
